“… the Tribunal may direct additional witness evidence, or issue a witness summons in a particular case, in each case at the discretion of 10 the Tribunal, where the Tribunal considers that there is a real likelihood that such evidence will materially assist the Tribunal in its determination of an issue or issues in the proceedings. The test is not whether the party making the application hopes that the evidence sought will assist its case. That would be in the nature of speculation 15 or, as it is put, a “fishing expedition”
