In carrying out their roles they must be publicly accountable and the FOIA regime is intended to enhance that accountability. However, there are many aspects to accountability, and the FOIA is not the sole means, nor can it substitute for the others. The primary function of public bodies is the delivery of services and if management time and resources are disproportionately spent in dealing with FOIA requests then those services, and the decision-making around the delivery of services, may suffer to the detriment of the public.”
