“At this time Mr Williams-Wynne said words to the effect of:- ‘You can see all this work you are doing, I wondered what you were doing? Are you building a swimming pool’. [The claimant] said words to the effect of:- ‘No, I am building a new building, you remember when I applied for planning permission you suggested that I should say that I was going to replace the black garage as they were more likely to grant planning if they thought something ugly was going to go?’”
