“3. I can confirm that there was not any method for making any online application for leave as a Tier 4 (General) Student Migrant in place in April 2013. There was no system in place to accept online applications until June 2013. It was not possible for Mr Akande to have made any online application on 19.04.13. 4. What would have been possible in April 2013 was for Mr Akande to make an online application for an appointment to attend in connection with making a Premium service application. However, the application itself could not have been made until Mr Akande attended that appointment and paid the necessary fee. That would have happened at his appointment, on 22.04.13.”

“... such considerations do not by themselves provide grounds of appeal under Article 8, which is concerned with private or family life, not education as such. The opportunity for a promising student to complete his course in this country, however desirable in general terms, is not in itself a right protected under Article 8.”
