“It appears that poor coping skills is the key factor to the relevant conduct. JI has been unable to cope appropriately with a child crying. This has resulted in JI placing the child outside alone as a form of punishment. … It is acknowledged that JI following the incident has appeared to have sought help in regards to her personal issues … However … JI is still unwilling to acknowledge that the stress resulting from these issues had impacted on her behaviour on the day of the incident. This failure to acknowledge the impact it was having has resulted in her ability to cope effectively with PK’s relatively unchallenging behaviour. JI’s lack of awareness reinforces the concerns in this field and therefore definite concerns remain”
