"Where any proceedings are transferred to another Adjudicator in accordance with paragraph (1) – … (a) any notice or other document which is sent or given to or by the Adjudicator from whom the proceedings were transferred shall be deemed to have been sent or given to or by the Adjudicator to whom the appeal is transferred."
