“ road vehicle” means a vehicle constructed or adapted for use on road, but does not include any excepted vehicles.

“…The question of restoration that comes before the FTT in that context is concerned only with the goods or vehicles seized at a particular time. The tribunal cannot go behind the deemed forfeiture because it is implicit that those particular foods on the occasion of the particular importation were intended for commercial use.
