Aaron Ritchie v Registrar of Approved Driving Instructors [2026] UKFTT 272 (GRC)
[1]In order to qualify as an Approved Driving Instructor, applicants must pass the Qualifying Examination. This comprises: the written examination (‘Part 1’); the driving ability and fitness test (‘Part 2’); and the instructional ability and fitness test (‘Part 3’).[2]The whole examination must be completed within 2 years of passing Part 1 (unless the Part 3 test has been booked before the expiry of 2 years) failing which the whole examination has to be retaken. Three attempts are permitted at each part.[3]The Appellant failed his third and final attempt at his Part 3 test on 19 December 2025.[4]This tribunal has no jurisdiction to permit a fourth attempt at the Part 3 test.[5]The appellant was invited to respond to the strike out application by 13 February 2026 by an order dated 29 January 2025.
