"The Applicant made a fresh review application on27 October 2000 , now some four years out of time. The Tribunal of course has power to extend time, in appropriate circumstances, but declines to do so on this occasion. The power to extend time is discretionary, and given the lengthy previous examination of this decision, the interests of justice do not require another extension of time."
