The Tribunal hearing was as long ago as 3 February 1997. The first intermation of appeal was by a letter from the proposed Appellant on 15 December 1999. He was told of the need on 11 January 2000 to file extended reasons, by a letter of 15 January 2000, he went on to say that he wished to appeal against the refusal, which is the subject of this hearing today. It is clear from what the Tribunal Chairman said in refusing that: 1. Firstly, two years had elapsed, 2. Secondly, the file had been destroyed.
