"(1) The appropriate Minister may by order provide that proceedings in respect of- (a) any claim to which this section applies, or (b) any claim to which this section applies and which is of a description specified in the order,
"Proceedings may be brought before an industrial tribunal in respect of a claim of an employee for the recovery of damages or any other sum ... if- (a) the claim is one [ then there is a reference to it being justiciable in the courts ]; (b) the claim is not one to which article 5 applies; and (c) the claim arises or is outstanding on the termination of the employee's employment."
" "employment" means employment under a contract of employment and "employed" shall be construed accordingly."
