“ When making a decision to conclude on the papers, the panel took into consideration the principles set out in the case of Osborn, Booth and Reilly(2013) UKSC 6 concerning oral hearings but determined there are no reasons to direct one, and (the Applicant) has not asked for one. Taking all the information into account the panel could not be satisfied that it is no longer necessary for him to be confined for the protection of the public and, accordingly, made no direction for his release or a recommendation for open conditions.”
