The tenants challenge whether a service charge is payable and/or the amount of £12.50. The Tribunal has no jurisdiction to determine any issues other than the market rent on an application under section 14 and therefore, although it has determined the market rent at £89.00 it has not determined the service charge issue and simply recorded the amount claimed as service charge as required by the form, but subject to the qualification in this note.
