"She cannot cook on her own. She forgets if the stove is on and forgets ingredients. She needs assistance to prepare a meal. She cannot manage her finances on her own. The [Appellant] does this for her… She explained that when the [Appellant] was in custody on the EAW, she was on her own and left a heater on at night. This created fumes and she had difficulty breathing. She called the emergency services but was unable to explain herself and they thought it was a prank call. She called her mother who reassured her. She was very scared"
