“Inquiries are open to members of the public and, although you do not have a legal right to speak, the Inspector will normally allow you to do so. If you wish to speak at the Inquiry, you should notify the inspectorate’s case officer, Mr Kozak as soon as possible, with dates of your likely availability/non-availability. .. Some people prefer to make, or read out, a brief statement giving their views. In such cases, it is helpful to the Inspector and the parties to have a copy of that statement in advance.”
