J U D G M E N T

LORD JUSTICE RICHARDS:

[1]This is a matter in which the full court, differently constituted, but with Maddison J as a member of the constitution, dismissed an appeal in April 2008.[2]There was subsequently an extension of time granted for lodging an application for a certificate of a point of law of general public importance and leave to appeal to the House of Lords.[3]Applications were received. They have been considered by the members of the constitution of the court that determined the appeal. The decision has been reached that all the applications, that is to say both for a certificate and for leave to appeal, are to be refused.
