JUDGMENT
[1]All claims brought by the claimant are dismissed as the tribunal does not have jurisdiction to determine them.[2]If the respondent pursues its costs application it is to submit that in writing within 14 days of the date on which this judgment is sent to the parties (sending it by hard copy to the claimant)[3]The claimant is to send his written response to the application to the tribunal and the respondent within 21 days receipt of the application. He should disclose at that time any documents in support of his financial position if he wishes the tribunal to take into account his ability to pay. It is agreed that the application will then be determined by this judge on the papers.
