“Finally, I note that, in the letter of17 March 2003 it appears that, for the first time, Welsh Water attempted to calculate the cost of its distribution assets for non-potable water. This calculation produces a figure of 7.86 pence per cubic metre. In the absence of detailed workings, I cannot comment on the accuracy of this figure. However, it seems to provide a further indication that the figure of 16 pence per cubic metre, used all along as the basis for the bulk distribution costs, may be too high”
